Commercial ComplianceThe Ministry of Road Transport and Highways (MoRTH), on October 3, 2025, has notified the National Highways Fee (Determination of Rates and Collection) (Third Amendment) Rules, 2025 under Section 9 of the National Highways Act, 1956 (48 of 1956). The amended rules shall come into force on November 15, 2025.

The amendment introduces significant changes to Rule 6 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. It mandates that all toll fee payments be made through FASTag or any other digital device notified by the Central Government. In case a vehicle enters a fee plaza without a valid FASTag, the user shall pay double the fee applicable to that category. However, if the user opts to pay through Unified Payment Interface (UPI), the fee shall be 1.25 times of the applicable rate.

Further, the amendment provides that if a vehicle with a valid FASTag and sufficient balance cannot make payment due to technical malfunctioning of the toll infrastructure, the vehicle shall be allowed to pass without payment, and a zero-transaction receipt shall be issued. Additionally, all receipts issued under these provisions must specify details such as date, time, total amount received, and vehicle class.
